Rulers
Every city has it's rulers, those that decide the how, the where and the why. This can have significant advantages if the right people are chosen...but if the position is left vacant, or the wrong person chosen...
Please Note: All bonuses begin with a minimum of 1, and increase as detailed.
Advocate - Someone needs to speak from the perspective of the common people, the beggars, the merchantmen, the shop owners and homeowners. That role falls to the Advocate.
Bonuses - The advocate allows people to be heard, smoothing problems and making them happy. For every +4 they have to their charisma or wisdom modifier, add 1 to the level of happiness the population can reach, and the amount of BP that can be generated. Vacancy - The happiness level of the city can never rise above neutral. Diplomat - A city must talk to other villages, towns and even whole nations. It is the Diplomat's calling to make sure these meetings go well. Bonuses - Add +1 for every +4 Charisma modifier to the city's fame, and add a bonus to diplomatic rolls equal to 1/4 the total fame of the city. Vacancy - Take a -1 Penalty to all diplomatic proceedings. Certain deals will not be available. General - Commander of the armies and the defences, it is the General who defends the city against all outside aggressors. Bonuses - For every +4 to the general's strength modifier the, all units gain a +1 bonus to AC, attack and damage. For the every +3 wisdom modifier, add +1 to city defence. Vacancy - Poor organisation reduces movement speed by half, all non-Bodyguard units take a -1 to attack and damage. Magister - The High Priest looks after the divine, but the Magister guides the Arcane hand of the city for its benefit and protection. Bonuses - Add +1 to Economy for every +4 modifier to intelligence or charisma. Add arcane defences to possible buildings, and eldritch weaponry. Vacancy - Increase the Control DC by 1 for every 100 people are in the city. Spymaster - Information is a form of power like and unlike any other. The Spymaster dances in it's power, keeping it in there grasp and away from the unworthy. Bonuses - 1 Additional turns warning of any attack, reduce the control DC for the city by 1 for ever four points of Intelligence or Dexterity modifier. Vacancy - 50% chance of no warning before an attack. |
Architect - From planning a building to an entire district, the Architect ensures that the city functions with both efficiency and grace.
Bonuses - Reduce the cost of buildings by 1BP for every 5 Intelligence or Wisdom modifier the architect posseses. Add the same to number to the maximum BP that can be spent in a round. Vacancy - The amount of BP you spend for each building phase drops by half. Also, your city is poorly laid out and gets called 'quaint'. High Priest - A city has many different faiths, and the eye of the Gods can be drawn to such large groups. The High Priest makes sure all such groups function together. Bonuses - Increase Stability by +1 for every +4 modifier to wisdom or charisma. Add Divine defences to possible buildings and blessed weapons to units. Vacancy - Increase the Control DC by 1 for every 100 people are in the city. Marshal - The Marshal addresses threats from within the city. Whether it is criminal elements or sabotage, the Marshal hunts the perpetrators. Bonuses - Deduct the Wisdom or Dexterity modifier of the Marshal from the chance to get a negative event, and remove the same number from any roll on the negative events table. Vacancy - Reduce stability by 2, roll twice on random events and pick worst/whichever amuses the GM most. Master of Coin - Copper and silver and gold. This is the life blood of any city, and the Master of Coin keeps it flowing cleanly and smoothly. Bonuses - Reduce the upkeep costs of the city by 1 for every +3 modifier the Master of Coins has to Charisma or Intelligence. Vacancy - Increase the upkeep of each unit by 1. Honorary Member - Not everyone who sits on the Council needs to be a person with a specific tasks. Some gain a position as recognition, or as a trade. Bonuses - Each Honorary Council Member will usually have a unique bonus or ability. Vacancy - None. |
